how do people make mods for xbox 360 games?

I was curious how people created these mods, specifically for xbox 360 games and the game l4d2........ other then using horizon. I want to know how people create mods like automatic aim and infinite ammo mods. what programs do they use. i dont think its horizon? correct? i dont think horizon would make an aimbot mod for l4d2
