Need Help with RTE tools on ghosts/bo2

i have all my plugins set up and for now i only want to try them out in system link.
yet i cant get the tool to connect to the console.
Do i need a modded defualt_mp.xex also?
feel really stupid as i have never modded on bo2 or ghosts yet lol!
