Kvs wont change, Plugins won't transfer

I tried reconnecting neighborhood, getting a new plugin, a new kv, nothing. I have 2 unbanned kvs that won't work, a xbls plugin that won't show up as a available plugin in dashlaunch. I don't understand. It was working fine before. I was on free xblse just fine but now I have no clue whats going on.
