RGH without JR Programmer?

Hi, I'm trying to RGH my Xbox but I'm low on budget ($40). One of my buddy told me that I should get a CoolRunner Rev C (since it's cheap) and a JR Programmer, he also said that is what I need to RGH. And another guy (RGH Servicer) said that I only need the mod chip (CoolRunner Rev C). I'm only RGHing my Xbox to mod GTA and Call of duty. So can someone tell me if the JR Programmer is needed and what it does? and also, how can I get online (Xbox live) with mods for free? Thanks
