Xbox Update Help

I have an avatar update on my xbox and whenever I install it online, it always shuts off my console when its done then restarts and will only load to the Xbox loading screen, but it still says "XeNoN - Fully Stealthed" and I can click the middle xbox button and scroll around the menu

Im trying to do the USB method in Noobert's sticky, but the System update popup isn't popping up

Please help
